Short Biography

Valbona Karakaci holds the MA title in European Studies and PhD in Cultural Studies.

She has an over ten year experience in development and humanitarian aid: in education, health, culture, governance programs etc.

Since 2010, she is the Manager of Decentralisation and Local Development Programme, funded by the Swiss Development and Cooperation.

She is a lecturer at the University of Shkodra and at the European University of Tirana, lecturing Communication and Public Relations.

Author and co/author of a number of publications related to governance like Information and Communication Practices fro LGU/s, OSSH model for governance, Waste Management Planning, Long and Medium Term Strategic and Financial Planning etc. It is member of international professional networks like Decentralization and Local Government Network of Swiss Development and Cooperation and has participated in a number of international conferences as presenter and key speaker Asian Regional Conference on Effective Local Governance: Accountability, Participation and Inclusion etc.
